Police have had to fire tear gas and live bullets
while enforcing an attached property order in
Gulu town. Police were there to oversee Hema
Water recover property worth 94 million shillings
that Uchumi Supermarket owes the water
company. The owner of the building protested
against forcefully entering into Uchumi
Supermarket because he is owed 110 million
shillings in rent areas by the struggling
supermarket chain.

Journalists in Busoga have threatened to stop
covering police activity in the region. This follows
an incident in which a journalist was shot during
the foiled Besigye rally in Jinja.
The coordinator of Busoga Media Link, Meddy
Mbentyo says they will not cover any police
functions, unless the force allows journalists to
do their work freely. Mbentyo says the actions of
police are aimed at blocking journalists from
informing the public, a move they want to resist.
Earlier this week, police boss, Gen. Kale Kayihura
warned media house against covering opposition
activities calling them partisan.

National Resistance Movement NRM party will
hold its National Delegates Conference on 30
October running till 2 November at Mandela
National Stadium—Namboole. At least 20, 000
people are expected in attendance.
Accreditation for the party national conference
will be conducted on October 30 at Kololo.
Opposition parties FDC, DP, JEEMA, CP and UPC
have been invited and asked to send
representatives to attend the conference.
After the national conference, supporters will
escort Museveni for nomination o 3 November as
the party flag bearer for the 2016 general
elections.

President Yoweri Museveni will launch the NRM
party manifesto, which is meant to oil his 2016
campaign strategy, on November 5, Richard
Todwong, the party deputy secretary general has
said. Addressing a news conference at the NRM
party headquarters at Plot 10, Kyadondo Road,
Todwong said that preparations for the national
delegates conference, which is scheduled for
October 30 to November 2 at Mandela National
Stadium–Namboole, are underway. Over 15,000
delegates are expected to attend the conference
where Museveni, the party chairman will give a
key note address.
Todwong said that after the national conference,
supporters will escort Museveni for nomination
as the party flag bearer for the 2016 general
elections. The National Independent Electoral
Commission fixed November 3 as the nomination
day for Museveni. Todwong also said that
accreditation for the party national conference
will be conducted on October 30 at Kololo.

Police have mounted a search for FDC flag
bearer, Dr Kizza Besigye who is today expected
in Bugiri for political rallies. Police have staged
roadblocks along the way to intercept Besigye.
The first one is in Nakalama and all cars are
being checked.
The force insists FDC public rallies are illegal
and the party must wait for the nomination
exercise of presidential aspirants for such
activities to commence.
According to the FDC’s plan, Besigye will
address a rally at 11:00am at Bugiri Taxi Park
before travelling to Tororo for another public
meeting.
Besigye’s current whereabouts remain unclear.

Uganda National Roads Authority (UNRA) board
has approved appointment of 8 directors to key
management positions. In a statement issued by
the authority’s Executive director, Allen Kagina,
the board in exercise of its powers concluded a
series of interviews as they sought capable
candidates. The board has chosen, Mary Kutesa
as director legal and board affairs (she is
currently serving on the UNRA probe), Samuel
Muhoozi as director of roads and bridges
development (formerly with Ministry of works and
later with UNRA as station manager and regional
manager), Isaac Wani as director of road
maintenance (formerly UNRA northern region
manager), Mathias Ofumbi- director of
procurement (formerly UNRA monitoring and
evaluation manager), Moses Kasakya- director of
internal audit ( formerly Integrity manager at
UMEME), Jennifer Kagwa as director human
resources (formerly director of administration
and human resource at KCCA) and Edna
Rugumayo as director of corporate services
(formerly assistant commissioner Finance at
Uganda Revenue Authority).
In September, UNRA sacked 890 staff in the on-
going restructuring process.

The Uganda People’s Defence Forces has began a phased withdrawal process from South Sudan where the Ugandan troops have been deployed since December 2014 when fighting broke out between two factions of government troops.

The first contingent of Ugandan troops was flagged-off in the town of Bor in the state of Jonglei 190km north of Juba. Another contingent is expected to leave the country by the end of October.

However, there are concerns that the country could slide back into chaos if the two warring factions do not honour the peace deal signed in the Ethiopian capital Addis Ababa in August this year.
